Meeting Minutes from 8/12/2020

Open Meeting on August 12, 2020, at 7:00 p.m. took place online.

Call to order: Susan Waldman, the President, called to order the open meeting at 7:01 p.m. on 08/12/2020 which took place online.

Roll call: Jessica Praeger, the Secretary, takes roll call with the following Board Members present online:
President, Susan Waldman
Secretary, Jessica Praeger
Treasurer, Liz Depeaux

Others members present online:  Pierce, Madsen, Talaska, Huntsman, Weber, and Kinney 

Financial report: From Liz Depeaux, Treasurer
  1. Checking Account Balance is $26,691.54, spent $6007.50 this year. Please see the financials page on our website for details.
  2. Insurance Savings of around $1000.00 this year.

Committee reports: From Jessica Praeger
  1. Welcome Committee - Still looking for more volunteers to handle welcoming neighbors when the threat of COVID has passed. Also, for possible planning of Annual Rummage and Block Party. 

Management report: The members of the Board spoke about a few things and there was a discussion. The main points were as follows.
  1. Bowl & Pond Update - City did an inspection and made recommendations to maintain the integrity of the retention pond behind Cassie Lynn Lane. Agree to treat weeds for now and continue to evaluate the depth of pond and volume of plant growth. Continue to get quotes regarding input and output pipes from bowl to pond and drainage issue in the bowl.
  2. Yard Signs - There was a complaint regarding yard signs. Section 2.16 of The Declaration of Restrictions and Covenants for The Orchards at River Bluff states: No sign of any kind shall be placed or displayed to the public view on a lot, except one sign of not more than six square feet advertising the residence for sale. Board to consider evaluating amendment or another form of exception to allow yard signs such as school, political, etc.
  3. Entry to Subdivision - The Board received a complaint regarding weeds and unhealthy bushes at the entrance on Majestic View. Board will have weeds treated and watch bushes for further decline.
  4. Policy & Procedures - The Board has been working on developing policies and procedures to be implemented regarding how the board functions, transfers control, etc.

New business: From Jessica Praeger with discussion from all 
  1. 2nd Annual Block Party Happy Hour will take place on September 12th. Due to COVID concerns, there will be NO food. Beer, Soda, and Water will be provided. Bring lawn chairs. Taking place on Cassie Lynn Ln in front of 671 Cassie Lynn Ln. RSVP on orbhoa.com coming soon.

Homeowner Open Forum:
  1. Discussion of bylaws and possibly reviewing for updates.
  2. Discussion of Block Party changing to happy hour.
  3. Discussion about the pond and it’s location, purpose, and use.
  4. Discussion of Annual Meeting on October 20, 2020, voting on dues, etc.
  5. ​At least 10 homes with inaccurate contact information, please update your contact email to receive information on meetings, newsletters, and events.

Susan made a motion to adjourn the meeting and Jessica seconded. The motion was carried and the meeting adjourned at 7:59 p.m.
